LYNCHBURG, Va. — New details are emerging in the case involving a Lynchburg school bus driver accused of assaulting and strangling a student earlier this year.

Effie Wynn, 73, of Lynchburg, was arrested April 4 following an investigation into an incident involving a student at Linkhorne Elementary School. She faces charges of strangulation and child neglect.

What Investigators Say Happened

The incident was reported on March 30, 2026, at approximately 4:40 p.m., when Lynchburg Police responded to Linkhorne Elementary School following a report of a disorderly individual.

Investigators determined that a school bus driver allegedly assaulted a student while the bus was parked in the school's parking lot.

Police said the investigation, conducted with Lynchburg City Schools, determined that the student had been strangled during the encounter. Authorities said the child was safe and did not suffer life-threatening injuries.

An officer who reviewed video footage reportedly described seeing Wynn push the student down before placing her hand around the child's neck.

The records also state that the child was later treated at Lynchburg General Hospital for an injury involving the left eye, along with scrapes and cuts.
